SP-0718 - River OaksSP-0718 - River Oaks Technical Review Committee (TRC) Minutes 1" Review IN ATTENDANCE PLANNING DEPARTMENT 1. Per the report dated July 23, 2007 from Environmental & Permitting Services Inc., a survey covering 100% of all suitable habitat onsite for Gopher Tortoises must be conducted. 2. Per the report dated July 23, 2007 from Environmental & Permitting Services Inc, a formal Scrub Jay survey should be completed. 3. Per Section 21-34.08 (g) an adequate quantity of on -site dumpsters shall be provided and screened according to Section 21-34.08(a). 4. Graphically indicate on plans location of adjacent driveway to show compliance with Section 21-52.02 (f). 5. Indicate the proposed driveway for the Julington Oaks subdivision to the west on the plans. 6. Provide sidewalks along both sides of roadway per RPUD Agreement, as well as in front of buildings. 7. Provide copies of the following permits or letters of exemption: a. St. Johns River Management District b. FDOT (access & drainage) c. Volusia County (drainage) d. Provide streetlight plan per RPUD Agreement and per Section 21-51.02 (i). Streetlights shall be provided at intervals of no more than 300-feet apart. 9. Indicate on plans any proposed fencing. 10. Provide details on any proposed signage for site. 11. Indicate compliance with RPUD Agreement pertaining to building height (height is to be inclusive of all parapets, mechanical equipment, antennae, decorative features, stairwells, as measured from the lowest parking level slab). 12. Clearing plan does not appear to be for the whole site, provide plan showing specimen and historic trees located on entire site, also indicate all trees to be removed. 13.Indicate compliance with compensating storage requirements per the RPUD Agreement. Provide documentation from FEMA once CLOM-R is approved. 14. Provide dedication to City for all utility and drainage easements, per the RPUD Agreement. 15. Indicate on plans piping for future reclaimed water service per the RPUD Agreement. 17. All landscape islands are to be curbed, indicate on plans. 18. Provide documentation that COA will maintain landscaping within US Highwayl median. 19. Please note: per the RPUD Agreement a payment of $300,000.00 to Kennedy Park Capital Improvement Project prior to the issuance of the first building permit for the first building. 20. Indicate location and details of future marina and boat slips. 21. Provide all labels for Storm Sewer Structures on plans (labels 1-3 are the only labels provided). 22. Provide three (3) copies of building construction plans. 23. Provide an updated traffic impact study inclusive of the proposed developments deemed vested by City Council by Resolution 2007-R-01. Landscaping 1. 871 trees are required; plans indicate 107 trees to remain and 377 trees to be planted. 2. 10,868 shrubs and ground cover are shown on landscape plans, please separate ground cover and shrubs on legend. Replacement trees shall be 2-1/2-inches in diameter per Section 21-55.02(b). 4. All new development or expansions must sod all disturbed areas prior to the issuance of the Certificate of Occupancy, per Section 21-54.02 (f). 5. Provide note on landscape plans per Section 21-54.02 (c) " All plant materials used in conformance with the requirements of this Section shall be Florida grade #1, as established, and periodically revised by the Florida Department of Agriculture and Consumer Affairs". 6. Specimen tree removal must be indicated and a permit obtained. 7. Historic tree removal must be reviewed and approved by City Council. 8. A Class "A" buffer is required along the south side of the property, show on plans. 9. Show irrigation details on landscape plans. 10. Provide details of landscaping within the US Highway 1 median fronting the site per the RPUD Agreement. 11. Clarify area on plans (page C3.1) "Brush to be cleared native canopy to remain where possible". This appears to be part of the open space area to be dedicated in a conservation easement to the City and other public agencies and was portrayed as to remain undisturbed in perpetuity. Indicate compliance with handicap parking requirements on plans. 2. Outdoor parking areas shall have no more than 10 spaces in a row and shall have a minimum 10-foot landscaped island in between, per Section 21-54.03(c). 3. RPUD Agreement requires a minimum of 485 parking spaces, plans indicate 395 spaces. ENVIRONMENTAL SERVICES 1. The Engineer needs to review the City's Standard Construction Details, which can be found on the City's website, http://www.cityofedgewater.org/ for compliance. 2. The lift station as proposed does not meet City standards. Please review the City's Standard Construction Details. 3. It is recommended the engineer make contact with the engineer for River Colony for pressures and the dynamics on the force main along Jones Fish Camp Road. This force main on U.S. # 1 if it is feasible. 4. Additional details need to be shown on the plans relating to elevations for the sewer system and the stormwater system and metering of the water supply. Please provide profile drawings showing all underground piping. 5. Backflow prevention devices that are on the City's approved list will be required. A note needs to be added in the Erosion and Control Plan for the contractor to provide a dumpster or other container sufficient of size to contain all waste generated during construction. 7. Elevations for all structures are not marked, i.e. page C.4.1 BUILDING DEPARTMENT 1. All buildings constructed after January 25, 2007 shall have glass protection per FBC 1606.9.1.4 2. Construction drawings shall comply with the 2004 Florida Building Code with the 2006 revisions and National Electrical Code, Edition 2005. 3. Date of submittal of construction drawings will determine the edition used in review of plans. CITY ENGINEER 1. Vicinity Map should show zoning classification, owner names and existing land uses of adjoining properties (Section 21-163.03). 2. The plans should include a note stating "All construction shall be in conformance with the City of Edgewater Land Development Code and Standard Construction Details, Latest Version, unless otherwise specifically approved". 3. A detailed topographic survey should be submitted including the entire property to be developed showing contour lines and extending on to neighboring land, with swales and ditches depicted. Location and dimensions of all public utilities (Drainage/stormwater structures, streets, curbs, power and telephone lines, etc) should be shown on survey. A copy of the soil boring report should be provided. 6. FDEP/VCHD permits for the sewer and water improvements are required. 7. Formal refuse collection should be provided. No dumpster location is depicted on the site plan. 8. Size and location of existing City's mains should be verified and shown. 9. City standard sewer force main valve and vault should be provided at the R/W line. 10. Proposed electric service and meter location should be shown on the plans as well as other private utilities (phone, gas, cable, etc.). 11. Number of parking stalls per cover page is 485, submitted plans show only 393, please clarify. 12. Two story parking plans and sections should be shown depicting access ramps and elevations. 13. No more than 10 spaces in a row should occur without a 10-foot (minimum) landscaped area in between; (Section 21-54.O3(c). P:\TRC—PRE-APP\Minutes\2007\SP-0718 - River Oaks.doc _ 7 14. Recommend numbering of parking spaces for location reference and review purposes. 15. ADA compliant parking spaces should be clearly identified on plans. 16. It is recommended that sidewalks be provided on both sides of the streets and be separated a minimum of four (4) feet from the street edge to provide safe use by pedestrians. Applicable City's construction standard details and specifications or equivalent should be included. 17. Additional information on the utility piping (connections to existing facilities, size, City vs. private maintenance, etc.). 18. A FDOT compliant improvement design should be submitted for connection to State Road US-1, copy of permit should be provided. 19. Grading/Drainage plans should be revised to include modified proposed contour lines showing correct relation to existing contour lines extending the entire development area (existing contour line missing, no proposed contour line shown). 20. Elevation marks along streets center lines and edges and surface water flow direction arrows should be included on grading plan. 21. Calculations for sizing of culverts for existing ditches are required. 22. The grading plan should be revised to reflect the estimated 100 year flood elevation. For site development review purposes, buildings floor plans should be submitted depicting, doorways, any changes of level, building height, construction type, elevations, etc. 25. All disturbed pervious areas should be sodded and pertinent notes added to plans. 26. A SJRWMD/FDEP/ACOE E.R.P. permit is required for stormwater improvements and wetland impacts. 27. A FWC Gopher Tortoise permit or avoidance plan is required. 28. Copies of all required permits and supporting information including all revisions to design should be provided to the City. FIRE DEPARTMENT 1. Page 18 of the condominium documents is blank regarding the distance from a fire station to the site. The distance from Station #55 (1605 South Ridgewood Avenue) is 8.8 miles. The distance from Station #57 (2628 Hibiscus Drive) is 3.6 miles. 2. The condominium documents state the project will be gated. Refer the applicant to Section 21-215 of the Land Development Code regarding guidelines for design and installation of emergency access gates and barriers. 3. A fire hydrant must be located within 500 feet of the most remote access point of the clubhouse. It would be preferable to obtain an electronic ARC view shape file with all fire hydrant and fire department connections indicated. 5. Provide the total square footage for each tower and clubhouse separately. This is needed in order to determine the required fire flow for the project. LEGAL DEPARTMENT Comments shall be forwarded upon receipt. These comments are intended to comply with City of Edgewater Land Development regulations, MOT standard specifications and sound engineering practices, and are not meant to be inclusive of all errors or omissions. The engineer of record is solely responsible for technical accuracy, engineering judgment, and quality of work. While every effort is made to assure that projects reviewed by this office comply with all applicable codes and standards, we do not certify or guarantee that they do. It is the responsibility of the applicant to assure compliance with all applicable codes and standards prior to the project being issued a certificate of occupancy.
