AN ORDINANCE AMENDING ORDINANCE NO. 146 OF THE
CITY OF EDGEWATER,FLORIDA HERETOFORE ADOPTED
BY. THE CITY COUNCIL OF THE CITY OF EDGEWATER,
ON THE let DAY OF .MARCH, A.D., 1957, BY STRIK-
ING. FROM SAIDORDINANCE. SECTIONS TWO, (2),.TEREE
(3) AND SIX (6),.AND PROVIDING IN SAID AMENDED
ORDINANCE FOR TWO. CLASSES OF PLUMBERS; MASTER
PLUMBERS; AND JOURNEYMAN PLUMBERS; PROVIDING EX-
AMINATIO1I FEES FOR EACH CLASS; DESIGNATING CHIEF
BUILDING OFFICIAL AS CHIEF EXAMINER OF.MASTER.

MASTER PLUMBERS AND JOURNEYMAN PLUMBERS; PROVID-
ING COMITY BETWEEN MUNICIPALITIES AND CITIES
USING SIIIILAR. TESTS.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA:
That Ordinance No. 146 of the City of Edgewater, Florida, hereto-
fore adopted by the City Council of the City of Edgewater, Florida, on the
1st day of March, A.D., 1957, be and the same is hereby amended as
follows, to -wit:
Section 1: The terms Master Plumber and Journeyman Plumber
are defined as follows:
(a) The term Master Plumber as used in this Ordinance
shall be held to mean a person who possesses the neces-
sary qualifications and supervises the installation or
repair of gas or water pipes, septic tanks, baths, or
other sanitary and fire prevention apparatus for homes
and other buildings.
(b) The term Journeyman Plumber as used in this Ordinance
shall be held to mean a person who possesses the neces-
sary qualifications, training and technical knowledge to
install or repair Ras or water pines, septic tanks, baths
and other sanitary or fire prevention apparatus 'or homes
and other buildings under the supervision of a licensed
Master Plumber.
Section 2: Chief Building Official designated Chief of
Examiners - Meetings.
(a) There is hereby appointed and designated as Chief of
Examiners of Zaster Plumbers and Journeyman Plumbers; said Chief of
Examiners shall be the Chief Building Official of the City of Edgewater,
Florida.
(b) Said Chief of Examiners of Master Plumbers �and'�ourixtay
Plumbers shall conduct regular examinations on the fou

Section 34. Examination of Applicants
(a) The Chief of Examiners of Master Plumbers and Journeyman
Plumbers shall examine all applicants desiring to work at the trade or
business of Master Plumber and Journeyman Plumber as set forth and
defined in Section One (1) above in the City of Edgewater, Florida.
(b) Applicants for the examination hereinafter provided for
shall be made to the Chief Building Official in writing on forms to
be established and furnished by him and shall be accompanied by an
application fee of $50.00 for Master Plumber and $50.00 for Journeyman
Plumber.
(c) Each applicant shall submit to an examination in writing
which shall be prepared and graded by the Building Department, General
Extension Division, University of Florida, to test the qualifications
of the applicant to perform the duties and work of Master Plumber and
Journeyman Plumber, to be performed and done in the City, and to further
test the familiarity of the applicant with the Building Code and other
Laws and Ordinances governing plumbing-.nonstruction in the City of
Edgewater, Florida.
(d) Regular examinations for all classes of plumbers as above
set fortis shall be held on the fourth Monday in the months of January,
April, July and October of each year.
(e) Special Examinations may be authorized at any time by the
Chief of Examiners upon the request of the City Council of the City of
Edgewater, Florida, provided application thereof is made and the appli-
cant deposits with said application fee together with all costs to be
incurred by the City in the giving and grading of such special
examim tion.
(f) All applications for any examination must be filed with
the Chief Building Official not less than two weeks prior to thug date
of the examination.

(g) Applicant shall be required to answer correctly a
minimum of seventy-five (75%) per cent of the questions in the examina-
tion to pass such examination. When applicants have passed such examina-
tion and if satisfied with the competency of such applicants, the said
Chief of Examiners .shall thereupon issue certificates of competency to
such who have passed said examination, which certificates shall show
that such applicants are qualified to apply for such licenses as may be
required and to engage in our work at the business of Master Plumber and
Journeyman Plumber, depending upon which of these examinations the
applicant took.
Section 4: Any person violating any provision of this Ordinance
shall be punished by imprisonment for not more than 30 days or fined not
more than {$50.00, or both, in the discretion of the Municipal Judge.
Each day's violation of this Ordinance shall be a separate offense.
Section 5: Nothinr in this Ordinance shall be held to construe
or repeal the occupational license fee heretofore set for Plumbing
Contractors for $25.00 per year plus f$10.00 per year for certificate
of competency.
Section 6: License granted without examination to certain
persons - All persons now holding occupational license as Piaster Plumber
and Journeyman Plumber in the City of Edgewater, Florida, shall be issued
a certificate of competency as a Master Plumber or Journeyman Plumber,
depending upon which license said applicant now holds, which shall be
considered as a renewal of certificate of competency. Any person who
has at any time subseauent to January 1, 1962, held a Master Plumber
Occupational License and Journeyman Plumber Occupational License, in
the City and who now is inthe Armed Forces or may hereafter become a
member of the Armed Forces and whose occupational license was valid
and in effect at the time he entered the Armed Forces, shall, if applica-
tion is made within six months after his being discharged frpre,th)

Section 7: Engaging in Business, Prerequisttes. It shall be
unlawful for any person, firm or corporation not holding a certificate
of competency as hereinabove provided, and an occupational license as
a Master Plumber or Journeyman Plumber to work at or engage in or carry
on the business of Master Plumber or Journeyman Plumber, within the
corporate limits of the City. It shall also be unlawful for any person,
firm or corporation holding a certificate of competency as a Journeyman
Plumber to engage in any kind of plumbing work hereinabove described and
set forth under the Master Plumber Requirement.
Section 8: Comity - In those cities and municipalities which
use similar grading tests as provided by the General Extension Division,
University of Florida, all licensed Master Plumbers and Journeyman
Plumbers, in such cities and municipalities shall be granted the privilege
to engage in the business of 14aster Plumber or Journeyman. Plumber in the
City of Edgewater, Florida, according to the license held by such person,
or corporation, by paying the City of Edgewater, A'lorida, an occupational
license fee according to the occupational ordinances of the City of
Edgewater, Florida, without examination; provided, however, that such
cities and municipalities recognize the license of plumbers licensed
to do business in the City of Edgewater, Florida, and allow such indivi-
duals or corporations to do business in such cities or municipalities
upon the payment of an occupational license fee only.
Section 9: Annual occupational license fee - The annual
occupational license fee for Master Plumber shall be $10,00, Journeyman
Plumber, $5.00.
Section 10: That all ordinances or parts of ordinances in
conflict herewith be and the same are hereby repealed.
Section 11: That this ordinance shall take effect immediately
upon its passage and approval by the Mayor. ,

The above Ordinance was read in full and passed by unanimous
vote of the City Council of the City of Edgewater, Florida, at the
regular meeting of the Council held on April 16, 1962.
Upon motion duly made, seconded and carried, the requirement
of reading said Ordinance upon second reading was waived and the
Ordinance wasordered put upon final passage.
Passed by vote of the City Council of the City of Edgewater,
Florida, at the regular meeting of said Council on the 16th day of
April, A.D., 1962, and approved as provided by law, the vote of said
Council being as follows:
