AN ORDINANCE FORMULATING AN EXTENSION POLICY FOR
THE WATER SUPPLY TREATMENT AND DISTRIBUTION SYSTEM
FOR THE CITY OF EDGEWATER, FLORIDA, AND REGULATING
THE RATES FOR WATER CONSUMED FROM THE WATER SUPPLY
TREATMENT AND DISTRIBUTION SYSTEM OF EDGEWATER,
FLORIDA, WITHOUT THE CORPORATE LIMITS OF SAID CITY
AND ESTABLISHING CONSUMPTION RATES AND CONNECTION
CHARGES
BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA:
SECTION 1. When an extension of the water distribution system
outside the City Limits is requested, the following extension policy
applies:
The contractor shall furnish and install, at his expense,
an adequate water distribution system and necessary
appurtenances thereto whom connection to the City supply
is available. The contractor shall have plans and speci-
fications prepared by a registered Professional Engineer
showing the proposed facilities. Such plans and specifica-
tions shall meet with the approval of the Florida State
Board of Health and shall be approved in writing by the
City's Consulting Engineer. The City may have sib inspector
on the project when deemed necessary during the construction
period and said inspector shall be authorized to enforce
the construction of said work in accordance with approved
plans covering same. I£ any change is required in said
plans during the period of such construction, such change
first must be approved by the City or its authorized
representative. Upon completion of the w rk and approval
by the Florida State Board of Health, the Owner shall
notify the City Clerk In writing. Upon receipt of such
notification, the City will make final inspection of the
construction work. If all work is found to be satisfactor-
ily completed, the Owner shall convey to the City all
right, title and interest in and to said pipes of the
distribution system, together with all easements which
may be required in order for the City properly to maintain
and repair such distribution system, then the City will
accept such improvements. After all of the requirements
set forth above are met, the City will furnish water to
said distribution system but no part of the cost of
meeting the above requirements shall in any manner be
refunded to any person,f irm or corporation by the City.
SECTION 2. That the following rate schedule be and the same
hereby is adopted to provide for rates to be charged for water con-
sumed from the water supply treatment and distribution system of the
City of Edgewater, Florida, without the corporate limits of said
city as follows:

Meters. A meter shall be installed in the water connection
to each building or outlet (except fire hydrants) whether
public or private.
Bills. Bills for water shall be rendered monthly. If any
bill shall not be paid within ten days following the original
date of billing, an additional charge of 10% of such bill
shall be added thereto If any bill shall not be paid within
thirty days from the original date of billing, service shall
be discontinued. In the event service is discontinued for
nonpayment of bills, the premises shall be disconnected from
the waterworks system of the city.
Minimum Monthly Bill. Each monthly bill shall be rendered
Tor an amount not less than 125% of the rate charged within
the corporate limits for the use of three thousand gallons
of water per month.
Meter Rate. The meter rate for the consumption of water in
excess of that allowed under the minimum bill shall be 125%
of the charges levied for consumption of water above the
minimumwithin the corporate limits of said city.
Minimum Deposits. The following minimum deposits shall be
required for each meter, which deposit will bear no interest
and will remain with the water utility as long as the consumer
continues to take water:

Connection Charges. The following connection charge shall be

the city limits of said city:

Re -Connection Charge. There shall be a charge of $5.00 for
re -setting any meter which shall have been removed by the City.
SECTION 3. That all ordinances or parts of ordinances in
conflict herewith be and the same hereby are repealed.
SECTION 4. That this ordinance take effect immediately upon
Its passage and approval by the Mayor.
The above ordinance was read in full and passed by vote of the
City Council of the City of Edgewater, Florida at a regular meeting
of said council held October 20, 1961.
Upon motion duly made, seconded and carried the requirement of
reading said ordinance upon second reading was waived and the
ordinance was ordered put upon final passage.
Passed by vote of the C ity Council of the City of Edgewater,
Florida, at a regular meeting of said Council held the 20th day of
October, 1961, and approved as provided by law, the vote of said
Council being as follows-
