League Supports Amendment 4:League members convened at the Deland Library fora

League is a major supporter of Amendment 4
which would restore ex-felons voting rights
(except in the case of murder and felony
sexual offenses)after completing prison time,
_. parole or probation,and having paid my
restitution.Cu renty,ex-felons must wait a[
least 5 years before beginning the complicated
proms of having their voting rights restored.
T'he appeals process is backlogged and the waiting period may be 10 years or more.Ogen,
those appeals are not approved.In the last eight years,fewer than 3,000 felons have had their
rights restored.About I0,0W applications for rights restoration are pending and the Clemency
I am here today,on behalf of the president of the League of Women Voters of Volusia County
to express the League's concern regarding a threat to local control of our county governmental
structure. Constitutional Amendment 10, if passed in November, is a threat to Florida's home
rule amendment and Volusia County's charter form of government.
Fifty years ago, Floridians approved the home rule amendment to ensure that local voters have
a direct voice in the governance of their community. In keeping with the notion of home rule,
Volusia County, in 1970, adopted a county charter which established a framework for county
governance. Currently, 20 of Florida's 67 counties are governed through a locally approved
charter. If passed,Amendment 10 will farce Volusia County and other charter counties to
reorganize governmental structure at substantial cost to the taxpayer. If enacted those costs
may reduce the funds available for existing programs and services or result in higher local taxes.
In either case, local municipalities will suffer.
The League of Women Voters has long supported the notion of local control because
government that is closest to those governed is most responsive to local needs. Should citizens
or elected officials have concerns related to charter government,those issues should be
addressed and resolved by those closest to the situation, not by a state mandate. If passed,
amendment 10 would diminish local control and erode the authority of those directly serving
our communities.
As locally elected officials,you have been selected by your constituents to make important
decisions that affect our everyday lives.The League of Women Voters urges you to stand firm in
your support of and commitment to local control and the preservation of the home rule
amendment.
