Summary of Council Questions from Utility Billing Workshop 01/14/2019:
1. What percentage of final bills leave an unpaid balance from renters versus owners?
In calendar 2018,the City has 216 closed accounts that are greater than 60 days past due with total balance
outstanding for these accounts of $29,097.89. As of 1/17/19, the City has 1,227 closed accounts with
outstanding balances greater than 60 days.The city currently has an estimated 10,242 active utility accounts
of which 1,100 or 11% are tenant accounts and 9,142 or 89% of accounts are owner accounts. The Tenant
group of closed accounts with outstanding balances has 451 accounts with total outstanding amount of
$62,027.30. The 451 accounts with outstanding balances show that the ratio of final outstanding tenant
accounts to open tenant accounts is 41%. The owner group of has 771 closed accounts with total
outstanding amount of $71,260.37. The 771 accounts with outstanding balances show the ratio of final
outstanding owner accounts to open owner accounts is 8%.
2. What percentage of applicants are Red/Yellow/Green in credit check?
Based on 25 months of data compiled through 12/31/18, 32% were Red, 19% Yellow, and 48%Green. The
Totals forthis time frame broken out by tenant vs.owner is as follows:

collected$9,020.38.

8. Requesting back-up for$650(or$600?)Reclaimed water connection charge. How was it determined?
The cost to connect to the reclaimed system had been $650 for a number of years, until the current fiscal
year when the cost was decreased to $600(per Fee Resolution 2018-R-11 adopted by Council 9/25/2018).
The $650 connection cost was calculated to capture the cost of materials, equipment, and manpower
related to the installation of the service piping and setting the meter. Beginning with the current fiscal year,
it was determined to no longer meter the flow of reclaimed water at the point of connection. Accordingly,
the cost of installation of a reclaim service was recalculated this time excluding the cost of a meter.
9. Requesting detail on reclaimed water revenue and expenses.
In FY2018 we collected $365,960.20 in reclaimed water sales and $15,450 in connection fees. Expenses
related to the Reclaimed Water utility are incorporated in the operating and capital budgets of the
Water/Sewer fund as a whole,specifically in the Wastewater Treatment and Field Operations divisions.
10. How many reclaimed water connections peryear over time historically?
In January 1998,there were 1,442 reclaimed accounts,which grew to 2,984 accounts by January 2008,and
to 3,071 accounts by January 2018.Please see attached table and graph for reclaimed accounts over time.
11. Investigate the problems that the City of St.Cloud have been facing with their fixed base water meter set-
up.
In summary, the problems encountered by the City of St. Cloud in their conversion to fixed base water
metering was that the water meters were manufactured by a different company than the radios and
software system. St. Cloud used Neptune brand meters with a Sensus brand communication system,which
resulted in interface problems. Those problems have since been resolved. Edgewater already uses Sensus
brand water meters.
12. Requesting a prioritized list of water meter replacements.
Our priorities for replacing water meters is as follows:
i) Dead or Dying meters —Those accounts which are known to be active and register zero usage or
significantly less usage than normal are prioritized for replacement.
ii) Total Gallons—Meters which have recorded over 750,000 gallons in total over their time in service.
Prioritized by the magnitude of total recorded gallons.
iii) Geographical Areas—In order to spread both the cost and the useful life of our infrastructure,the
City is beginning a 5-year process to replace all water meters in the City. The system-wide
replacement program will group areas geographically for efficiency and record-keeping purposes.
The specific areas will be configured to achieve near uniformity in cost over the 5-year program,
prioritizing those areas with generally higher total gallons sooner in the program. This program is
currently in development by City staff.
13. Policy for criteria for a customer to receive a new meter.
a) When presented with a complaint of unusual usage, specifically unusually high usage, Customer Service
representatives will attempt to help the caller determine if there has been any unusual usage in that
period. Examples of unusual usage would be filling a swimming pool,watering new plants,or additional
house guests.
b) After such discussion, Customer Service will produce a Check For Leak service ticket. The Field Service
personnel will then attempt to determine if the water meter is recording flow when there is no active
usage in the house. A series of tests may be performed to help isolate the location of a leak, if present.
Often such leaks are the fault of a flapper valve in a toilet.
c) If there is no evidence of a leak, the Customer may request a tank test to determine if the meter is
properly calibrated.If the meterfails the calibration check,a new meter is installed.
d) Any customer requests to replace a water meter which has successfully passed the calibration check will
be evaluated on a case-by-case basis.
14. How many deposits on customers do we have.?Number of customers and dollars being held.Alternatives
for receiving deposit back other than customer request?
a. We have a total of 7,218 deposits on record totaling$807,246.16
b. Staff is reviewing the possibility of customers that have deposits with accounts in good standing for
24 or 36 months to be automatically credited to the customer account.
15. What is the amount in Utility Reserves?
In 2016, the City Charter was amended to require the City to maintain reserves of 15% for all operating
funds. It was determined that the reserve would be increased over a five year period as our policy allows.
For the Water and Sewer operating fund,the calculated reserve would be $1,721,601.75.As of 9/30/18 we
had$385,708 in Charter reserves for the Water&Sewer fund. This amount is adjusted annually at year end.
We anticipate having$771,416 set-aside as charter reserve by the end of the current year.
16. What is the percent of customers signed up for Bank Drafting("auto-draft")?
There are currently 21%of our customers signed up for Bank Drafting.

UTILITY EXCHANGE
SUBSCRIBER SERVICE AGREEMENT
This Subscriber Service Agreement('Asinamenf-,is entered into by ONLINE Information Services,Inc.,(transit,referred
to as-ONLINE'), a Nonh Carolina Corporation, ober the ONLINE UOliry Exchange and City of Edgewater hereafter referred to
as"Subscriber'.Florida corporation as of Wednesday.July 25,2012.
ONLINE and Subscriber agree as follows
1. Services. Through the ONLINE Uft Exchange. ONLINE mamlams a centralized database containing credit and
consumer data information pertaining to the payment hstory of ulilky bills arch other services that ONLINE may, from
Ilme to lime, make available to Subscriber. ONLINE will fumish consumer information from this database to
Subscriber.ONLINE will also furnish services to Subscdcer involving the supply of consumer antl business information.
The scamper of this sifOrmati0n may be credit lflomratgp,consumer information,Credit Scoring SeNkes,fraud detection,
aid criminal records provided by national credit reporting repositories, national criminal record databases,andlor local
county systems. The ONLINE Utility Exchange provides access to SLbscribee to Experian Credit Information Service s
database. Any mention of rights or oblgavons to ONLINE within this agreement shall also apply to Experian,Equifax,
and Trans Union. 1'Serri.
2. Charges to Subscriber.
A. Sbbscrlber agrees to pay ONLINE for all charges far each Subscriber inquiry (Including "n record lound-)
submitted to ONLINE as outlined In Schedule A'ONLINE Charges to Subscriber.'
B. Subscriber will be solely responsible for all federal,slate and local faxes levied ar assessed In connection it,
ONLINE's performance of the Services,olher than Income taxes assessed with respell to ONLINE'a taxable
net income,forwhdh income lases ONLINE will be solely responsible.
C. Subscnper acfabwledges that Ita prding In Schedule A is based upon m ume representations made cy
Subscriber during the nagaliadon of this agreement In the event that Subscriber fails to meet these volume

4. Subscriber Use.

6. All such information shall be maintained by Subscriber .n strict confidence and disclosed Only 10 employees
whose duties reasonably relate to the legitimate business purposes for which the Informal is requested.
Subscriber will not disclose, sell or otherwise distribute to third parties any information received hereunder,
except as otherwise required by law,provided,however. Thal 0 Subscriber hes purchased a consumer reel
from ONLINE in connection with a consumer s application for credit,and Ne consumer makes a timely request
of Subscriber, Subscriber may share the contents of that reach with the consumer as long as it do" s0

C. Subscriber shall request consumer reports from ONLINE by electronic means. Each request will contain
sufficient Idantifyirg information concerning the consumer about who Ne consumer report is requested to
enable ONLINE to deliver the consumer report.

agrees to abide by such medlfications.

the services to Include the destruction or erasure of electronic media,the burning,pulverizing.or shredding of
papers containing the customer information se that the Information cannot practicably be reed of

F. Subscriber agrees to comply with all applicable provisions of the California Credit Reporting Agencies Act.

and complies with applicable federal, state and lova' laws, miss, and regulavord, totaling to its use of the
Services and to the provision to ONLINE of Subscriber's Records. Relevant laws include but are not limited

ONLINE shall be complete and accurate. Subscriber agrees to make a currant list of all utility subscribers,

well as a list of the payment experiences Of Subscriber with current and previous cusbmers. This listing of
payment experiences may include customer who have unpaid utility bilks more than M days coli ON prompt
paying customers. Subscriber agrees that each socdum will ler,accompanied by the Social Security Number
of the guarantor o1 the bill and, In the case OI married parties or joint responsibility by more than ars
guarantor,the Social Security Number of each party who is responsible lar payment of the MI.

developed,he Credit Scoring Model above may be reikd upm by Subscriber to rank consumers in he order

Vendors lunar warrant that Sc long as they provide the Credit Scoring Modal, they will comply with
regulations promulgated from Are to time pursuant to the Equal Crack Opportunity Act,15 USC Section 1691

Florida corporation as of Wednesday,July 25,2012.Cohactor aro Credhor agree as tallows:
WHEREAS,Cradhor ,agrees to rn omit to Wlector,eachmarts.for cWeclion"mandarins,accounts or plr er
evidences of Indebtedness(hereinafter called Cli and
WHEREAS. Collector desires to provide Creditor with collection services andlor accounts wet le management
services with respect to said Claims.
NOW THEREFORE,lar and in consideration of the mutual covenants hereinalter set forth,it is mutually agreed by and
between the parties hereto as follows:

TERMS AND CONDITIONS

that Collector is acting as an agent of Creditor for the recovery of Claims Ilsted for recovery or in the management of
accounts receivable.
C. PROCEDURE.
1. Collector prefers to receive sl Claims placed for collMion by sutw ion of a file to Cuhecions secure website or
secure flip, If agreed by both parties.Collector will accept placements by computer print out,CO or DVD transfer.
Each placement shall contain the home of guarantor,service address,der"of service,last known address,date
of last payment, amount owed, soda)security number and phone number, and any Information that may help
locate the debtor such as employer,names and addresses of relatives or friends.

3. Creditor agrees that once Claims are placed with Collector,Collector is entitled to commissions as delaiied n Ina

payment as part of Debtors file within 24 hours of notification of reponed payments

D. DURATION OF REFERRAL
1. Creditor agrees that an Claims referred to Collector will be referred for a period of 12 months from the date of
referral and that this referral will automatically renew itself on each anniversary for a period not to exceed Six were
and eleven months,upless Creditor notffka Colleddr in writing to cancel the clam. Creditor agrees that aro claim
referred to Collector will at be refin ad to any other Collector.
2. Collector agrees to cease any communication with debtors if Creditor notifies Collector 0 a dispute.
3. Collector agrees to return W Creditor any Claims based on questionable circumstances.
E. SETTLEMENT OF CLAIMS. Credito Ag eas i_Does Not Agree to grant Collector authority to settle
debts on Creditors behalf at � of the total amount of the claim. If Creditor does not Want
Collector general statement authority Collector can only settle claims for less than the amount owed with specialclaim

F. COLLECTION FEES.

M. INSURANCE. Collector gees to carry Liability Insurance.
