Presentation of Hart Avenue Drainage Improvements project for CD�G-DR '°Rebuild Florida
Infrastructure Repair Program" Grant Opportunity

SUMMARY:
The City of Edgewater Environmental Services Department has selected the project entitled "Hart
Avenue Drainage Improvements" as the project believed by City Staff to best meet the requirements
of the "Rebuild Florida Infrastructure Repair Program" grant opportunity funded by the US
Department of Housing and Urban Development (HUD) through the Community Development Block
Grant - Disaster Recovery (CDBG-DR) program and administered by the Florida Department of
Economic Opportunity (DEO). In total, $85.8 million has recently become available to fund
infrastructure restoration and improvement projects with a focus on drinking water, wastewater, and
stormwater systems within Low to Moderate Income (LMI) neighborhoods that were impacted by
Hurricane Irma in September 2017. Each local government in the 48 Florida counties impacted by
Hurricane Irma is eligible to submit a single project for consideration in a competitive ranking process.
The Scoring Criteria is as follows:
1. Overall LMI Benefit = 30 points
2. Project Readiness = 25 points
3. Management Capacity = 15 points
4. Citizen Advisory Task Force (CATF) = 10 points
5. Project Nature = 10 points
6. Special Designation = 10 points
7. Project Impact = 15 points
8. TOTAL MAXIMUM SCORE = 115 points possible
Public input is a critical factor in the ranking of the City's grant application. A presentation will now be
made by the City's Environmental Services Department regarding the selected project. As CATF
Board Members, please provide your recommendations for how best to meet the intent of the grant
opportunity and how best to use those funds if awarded.

RESOLUTION NO. 2019-R-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, AUTHORIZING THE
SUBMISSION OF AN APPLICATION FOR FUNDING
THRU THE 2019 COMMUNITY DEVELOPMENT BLOCK
GRANT-DISASTER RECOVERY (CDBG-DR) PROGRAM,
SAID APPLICATION TO BE SUBMITTED TO THE
FLORIDA DEPARTMENT OF ECONOMIC
OPPORTUNITY FOR THE FUNDING ALLOCATED FOR
HURRICANE IRMA; REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Edgewater desires to submit an application to the Florida
Department of Economic Opportunity for a Community Development Block Grant to benefit
persons of low and moderate income which were impacted by the Hurricane Irma Storm Event.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Edgewater, Florida:
Section L That the City of Edgewater hereby authorizes the filing of an application for a
Community Development Block Grant-Disaster Recovery (DR) application in the August 2019
application cycle, and
Section 2. That the Mayor of the City of Edgewater is hereby authorized to execute all
documents required in connection with the filing of said application to be submitted on or before
August 30, 2019.
Section 3. All resolutions or parts of resolutions in conflict herewith be and the same are
hereby repealed.
Section 4. This resolution shall take effect upon adoption.
