Resolution No. 2019-R-10 - CDBG-DR "Rebuild Florida Infrastructure Repair Program" Grant Application

SUMMARY:
On July 29, 2019, the Florida Department of Economic Opportunity (DEO) posted a Request for Applications
for a competitive selection process available to local governments in 48 Florida counties impacted by Hurricane
Irma (September 2017). In total, $85.8 million is available from the US Department of Housing and Urban
Development (HUD) through the Community Development Block Grant - Disaster Recovery (CDBG-DR)
program to fund infrastructure restoration and improvement projects, with a focus on drinking water,
wastewater, and stormwater systems within Low to Moderate Income (LM� neighborhoods. Eighty percent
(80%) of the funds, $68.6 million, must be spent within the 15 counties that were designated "Most Impacted
and Distressed", which includes Volusia County.
The Scoring Criteria is as follows:
l. Overall LMI Benefit = 30 points
2. Project Readiness = 25 points
3. Management Capacity = 15 points
4. Citizen Advisory Task Force (CATF)= 10 points
5. Proj ect Nature = 10 points
6. Special Designation = 10 points
7. Proj ect Impact = 15 points
8. TOTAL MAXIMUM SCORE = 115 points possible
Each entity of local government can only submit a single project for consideration. The deadline for application
is August 30, 2019, which is 32 calendar days from the date the grant opportunity was posted by DEO.
The City Manager selected a Citizen Advisory Task Force (CATF) Board to provide input on the City's
proposed project for this grant application. A presentation regarding the project recommended for approval by
the CATF Board will now be provided by Staff.
The subject resolution authorizes Staff to submit the project as approved by CATF for consideration by DEO.

RESOLUTION NO. 2019-R-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EDGEWATER, FLORIDA, AUTHORIZING THE
SUBMISSION OF AN APPLICATION FOR FUNDING
THRU THE 2019 COMMUNITY DEVELOPMENT BLOCK
GRANT-DISASTER RECOVERY (CDBG-DR) PROGRAM,
SAID APPLICATION TO BE SUBMITTED TO THE
FLORIDA DEPARTMENT OF ECONOMIC
OPPORTUNITY FOR THE FUNDING ALLOCATED FOR
HURRICANE IRMA; REPEALING ALL RESOLUTIONS IN
CONFLICT HEREWITH AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Edgewater desires to submit an application to the Florida
Department of Economic Opportunity for a Community Development Block Grant to benefit
persons of low and moderate income which were impacted by the Hurricane Irma Storm Event.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Edgewater, Florida:
Section L That the City of Edgewater hereby authorizes the filing of an application for a
Community Development Block Grant-Disaster Recovery (DR) application in the August 2019
application cycle, and
Section 2. That the Mayor of the City of Edgewater is hereby authorized to execute all
documents required in connection with the filing of said application to be submitted on or before
August 30, 2019.
Section 3. All resolutions or parts of resolutions in conflict herewith be and the same are
hereby repealed.
Section 4. This resolution shall take effect upon adoption.
