DISCUSSION ITEMS- a. AR-2019-4438 Organiaational Section-Choose Chair&Vice Chair of Committee Board Member Card made a motion to appoint Ken Hooper as Chair, after discussion with Board Member Hooper,motion died A motion was made by Board Member Hooper, second by Board Member McKinney, to appoint Gigi Bennington as Chair. The MOTION was APPROVED by the following vote: Yes: 4- Ken Hooper,John McKinney,Gigi Bennington,and Pat Card A motion was made by Board Member Hooper, second by Board Member Card, to appoint John McKinney as Vice-Chair. AR-2019-4439 Discuss&decide on meeting dates&times City Clerk informed the Board that Board Member Rainbird works and cannot attend mod 3:30 in the afternoons. P"I Pri.W-1022019 Charter Review Committee Meeting Minutes October 2, 2019 The Board brought up the following items for possible discussion: Board Member Card - borrowing limits, council violations ("teeth to enforce'), salary increase, qualifications for council, residency requirements (waiving) for directors, appointments to boards and committees by Mayor. Board Member McKinney - agrees with those suggested by Board Member Card and also suggested to review the Charter,page bypage, every item. Boad Member Hooper - borrowing limits - super majority, tax increases, salary, relattives working for city, romances, live in council district, advertising requirements, residency requirements for city manager,police,fire chiefs. Board Member Bennington-agrees with the rest and residency. It was also discussed to request an explanation by staff on pay ranges for employees and to obtain a survey of surrounding areas for council salaries. Vice Chair McKinney provided the explanation relating to employee pay ranges. 3. ADJOURN There being no fivther business to discuss, Board Member Card motioned to adjourn at 11:32 am.
