A PROCLAMATION PROVIDING FOR THE CALLING AND
HOLDING OF A SPECIAL REFERENDUM ELECTION IN
THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA
FOR THE PURPOSE OF APPROVING OR DISAPPROVING
CHANGES AND ADDITIONS TO THE CHARTER OF THE
CITY OF EDGEWATER, FLORIDA.
WHEREAS, the legislature of the State of Florida, at its 1967
session, caused to be passed House Bill No. 1668 providing for
changes and amendments to the charter of the City of Edgewater,
Florida, and providing for a referendum to be held for the
purpose of submitting the proposed changes and additions to
the said charter to the qualified electors of the City of
Edgewater, Florida for their approval or disapproval.
NOW THEREFORE BE IT PROCLAIMED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
Section 1. That Tuesday, September 12 1967 be and the
same is hereby fixed as special referedun election day in
the City of Edgewater, Florida, the said special referendum
election to be held on the said date at the community center
in the City of Edgewater, Volusia County, Florida for the
purpose of approval or disapproval by the qualified electors
of the city of Edgewater, Florida of certain proposed changes
and additions to the charter of the CityofEdgewater, Florida.
Section 2. That the following changes or additions to the
charter of the City of Edgewater, Florida are to be submitted
to the qualified electors within the said city:
(a) provisions providing that regular municipal elections
shall be held annually beginning in 1969, and providing for
the staggering of the term of Mayor and Councilmen, and providing
for the division of the City of Edgewater into four voting
districts.
(b) a provision providing that the Mayor and each of the
Councilmen shall be elected by the voters at large within the
City of Edgewater, Florida.
(c) a provision providing for the qualifications of members of
the City Council to hold office.
(d) a provision providing for the filling of vacancies occurring
on the City Council.
(e) a provision providing for a primary election if more than
two candidates qualify for either the office of Mayor or that of
City Councilman, and providing for the procedure to be followed
in case of a tie vote between or among candidates for the office
of Mayor or Councilman.
(f) a provision setting forth the functions,and powers of the
Mayor, providing for the election of a Vice -Mayor and providing
for the selection of an acting Mayor in the absence of both
the Mayor and the Vice -Mayor.
(g) a provision providing that the Municipal Judge may be either
the Mayor or an attorney at law, who shall be a graduate of an
accredited law school, and further providing that wherever in
the charter of the City of Edgewater the expression "the Mayor
as Municipal Judge" appears, the same shall be amended so as to
read "Municipal Judge" only.
Section 3. That the registration books of the said city shall
be kept open according to the general election laws of the
State of Florida.
Section 4. The City Clerk is hereby authorized and directed
to post-twocopies of the notice of the said special referendum
election along with a true copy of the proposed changes and
additions to the charter in the most conspicuous and public
places in the City of Edgewater, Florida, one of which shall
be the bulletin board in the City Hall of said city. Said
notices shall be posted not less than thirty days prior to the
said special referendum election.
Section 5. A certified copy of this proclamation shall be
sent to the Supervisor of Registration, Volusia County, Florida.
The above and foregoing proclamation was introduced at the
regular meeting of the City Council of the City of Edgewater,
Florida held on July 17, 1967, said proclamation being
introduced by Councilman Walls who moved its
adoption, which said motion was seconded by Councilman
Bebbinaton and carried. The vote of said
Council was as follows:
