A motion was made by Vice Chair McKinney, second by Board Member Card, to approve
the language Approve Sec 3.05 - Compensation - language to read as follows, "the Council
may determine the annual salary of the mayor and council persons by ordinance but no
ordinance increasing such salary shall become affective until the date of commencement of
the terms of a council elected at the next regular election provided that such election follows
the adoption of such ordinance by at least 6 months. Additionally, changes to compensation
shall only be adjusted every 5 years. Council persons shall receive their actual and
necessary expenses incurred in the performance of their duties of office in accordance with

Chair Bennington-discussed possibly changing the meeting dates× it was determined to stay on
Monday at 4:00 pm

Smyrna Commissioners. After discussion, it was decided that Vice Chair McKinney would bring in
the 'language"used from when New Smyrna changed the section in their charter.

Miscellaneous Items - Board Member Rainbird would like language for protection of the Mosquito Lagoon.
The Board Members also requested for the City Manager and City Attorney to participate in

Municode for all cities and the county.
The County Commissioners is based on the prescribed amount in the attachment. The NSB
salaries are than based on the County Commissioners salaries.
Volusia County
Sec. 304. - Compensation.
The salary of a council member shall be 50% percent of that prescribed by law for the
office of county commissioner. The salary for the county chair shall be 60% percent of that
prescribed by law for the office of county commissioner. The salaries shall constitute full
compensation for all services and in-county expenses, except that out-of-county expenses, as
permitted by law, shall be authorized.
New Smyrna Beach
Sec. 2-31. - Salary.
The mayor shall receive a sum equal to 50 percent of the annual salary paid to a Volusia
County Council Member. City commissioners shall receive a sum equal to 75 percent of the
sum paid to the mayor. Salary payments to the mayor and city commissioners shall be paid in
bi-weekly installments. The compensation paid to the mayor and city commissioners in
subsequent fiscal years shall be adjusted in accordance with adjustments made to the
Volusia County Council Members' salaries. In addition, each member of the city commission,
including the mayor, may receive necessary and actual expenses, which shall be approved by
the city commission.

'COMPENSATION AND EXPENSES.
(a)
Compensotion. The Mayor and members of the City Commission shall receive annual
compensation, payable bi-weekly, equivalent to average annual salary of the Mayor and
Commissioners in the cities within Volusia County. Said compensation shall not include
benefits, except medical benefits under the City's group health insurance plan, the premium
costs of which shall be fully paid by the members of Commission who elect coverage. Said
-ompensation shall be identified as a line item within the annual budget and shall be
automatically adjusted every two years coincident with adoption of the annual budget.
Holly Hill
Sec. 2-30. - Salary, health and life insurance; expenses.
(a)
The annual salary for the city commission, except for the mayor, shall be $8,000.00, payable
in bi-weekly installments. The annual salary for the mayor shall be $12,000.00, payable in bi-
weekly installments.
(b)
The annual salary for the city commission shall include provision of single health care
insurance selected from any of the options available to the employees of the city.
(c)
IThe city shall provide all city commission members with life insurance in the amount of
$20,000.00 at no cost, in consideration of their service provided to the city.

Each commission member shall be responsible for all costs of travel within Volusia County.
The commission members shall also be responsible for the cost of a cell phone and all cell
phone charges. The city shall be responsible for approved and budgeted training, seminars
.end functions for the commission, including travel costs outside of Volusia County. Travel
]and meal reimbursement, other than approved and budgeted functions, shall be in
compliance with the city's expense reimbursement policy.
Oak Hill
Sec. 2-19. - Compensation.
The city commission determines that compensation shall be granted to the
commissioners and the mayor. The rate of compensation for members of the commission
shall be $450.00 per month.
Orange City
Section 2.05. - Compensation.
The Mayor and the members of the City Council shall receive compensation as
',%,,,,,.established by Ordinance; but no ordinance may be adopted changing the salary if there is
less than ninety days before the next election. In the event that the Mayor or Council
members leave a meeting without consent of the majority, each shall forfeit $100 from their
monthly compensation. The Mayor and Council members shall be entitled to reimbursement
of expenses allowable under general law for the conduct of the business of the City, which
shall be budgeted each Fiscal Year.
Ormond Beach
Sec. 3.04. - Compensation and expenses.
The mayor and city commissioners will receive such sums for compensation and expenses
as established by duly adopted ordinance.
Port Orange

as mayor of the city the sum of $18,600.00 per year.

Notes:
1) Salary figures have been calculated by the Florida Legislature's Office of Economic and Demographic Research(EDR)pursuant to the statutory formula in Chapter 145,
F.S.Although not required by law,the EDR calculates salaries of elected county constitutional officers and school district officials as a service to county governments and
school districts. County and school district officials are encouraged to independently compute and verify these salary figures.
2) The calculated salary figures for all officers reflect the use of 2018 countywide population estimates listed in"Florida Estimates of Population 2018"published by the
University of Florida's Bureau of Economic and Business Research.
3) These salary figures may not be applicable to those elected county officers of a chartered consolidated government or those elected officers in counties having a home
rule charter,which specifies another method of salary compensation.As indicated in this table,Florida currently has 20 charter counties.
4) Salary figures are included for each school district's superintendent even though the salaries determined by statutory formula are applicable only to elected school
superintendents.As indicated in this table,Florida currently has 41 elected school superintendents.
5) These salary figures do not include any special qualification salary available to eligible clerks of circuit court,property appraisers,sheriffs,supervisors of elections,and
tax collectors who have completed the required certification program specified in the relevant sections of Chapter 145,F.S.Additionally,the salary figures for elected school
superintendents do not include any special qualification salary and performance salary incentive available to eligible elected school superintendents who have completed
the required certification programs specified in Section 1001.47,F.S.
6) As the result of recent statutory authorizations(i.e.,Chapters 2009-3,2009-59,and 2011-158,L.O.F.),each elected county constitutional officer and school district official
may voluntarily reduce his or her salary rate.However,the salary figures listed in this table do not reflect any such voluntary reductions.
7) This table reflects the statutory change enacted by Chapter 2016-157,L.O.F.,which made the base salaries and group rates used to calculate a supervisor of election's
salary the same as the current base salaries and group rates used to calculate the salaries of the clerks of circuit court,county comptrollers,property appraisers,and tax
collectors.
8) Chapter 2018-5,L.O.F.,amended s.1001.395(3),F.S.,to provide that the salary of each elected school board member shall be the amount calculated pursuant to s.
1001.395(1),F.S.,or the district's beginning salary for teachers who hold a baccalaureate degree,whichever is less.Additionally,the legislation amended s.1011.10,F.S.,to
provide that if any of the financial emergency conditions identified in s.218.503(1),F.S.,exist within a school district,then the salary of each district school board member
and district school superintendent,calculated pursuant to ss.1001.395 and 1001.47,F.S.,shall be withheld until the conditions are corrected.However,this penalty will not
apply to a district school board member or district school superintendent elected or appointed within one year after the identification of the financial emergency conditions in
s.218.503(1),F.S.,if he or she did not participate in the approval or preparation of the final school district budget adopted before the identification of such conditions.These
changes became effective July 1,2019.
9) Pursuant to law,the Florida Department of Management Services must annually certify two components of the salary formula calculation:the annual factor and
cumulative annual factor.For the 2019-20 fiscal year,the certified annual factor is 1.0032 and the certified cumulative annual factor is 3.4635.
