530RESOLUTION NO. 530 A RESOLUTION, PURSUANT TO CHAPTER 69-69, LAWS OF FLORIDA 1969, ESTABLISHING AND JOINING A COUNCIL OF GOVERNMENTS TO BE KNOWN AS THE VOLUSIA COUNCIL OF GOVERN- MENTS: AND PROVIDING WHEN THIS RESOLUTION`'+'�;:��e SHALL TAKE EFFECT. p,xiwn •� WHEREAS, the many local governments, including municipalities, the county and the school board in Volusia County, form one regional community, with a citizenry bound together physically, socially, and economically, and serviced by not just one unit of local government but by the many; and WHEREAS, Chapter 69-69, Laws of Florida, authorizes the creation of voluntary councils of local public officials and provides for the membership, powers and administration of such councils; and WHEREAS, by Resolution the City Council of the City of Edgewater declared its intention to organize and to join the Volusia Council of Governments; and WHEREAS, the expansion of the concept of cooperation among local governments, while retaining local home rule, is the best solu- tion for dealing with regional challenges beyond individual capabilities; and WHEREAS, notwithstanding any language herein, it is the inten- tion of the parties to organize a council of public officials based on cooperation and to seek, through mutual agreement, solutions to mutual challenges for the benefit of all citizens; and WHEREAS, the Volusia Council of Governments provides the City of Edgewater an opportunity to participate with other local governments in Volusia County to resolve problems, and develop policies and plans that are common and regional in nature; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. That the City Council of the City of Edgewater, hereby announces its intent to join the Volusia Council of Government, together with all rights, responsibilities, duties and obligations thereto appertaining. SECTION 2. That all Resolutions or parts of Resolutions in conflict herewith be and the same are hereby rescinded. SECTION 3. The City Clerk is hereby directed to advertise this Resolution as required by law. SECTION 4. That this Resolution shall take effect immediately upon its adoption by the City Council and approval by the Mayor. The foregoing Resolution was presented by Councilman Lodieo , who moved its adoption, said motion being seconded by Councilman Sikes Upon roll call vote the said Resolution was duly declared adopted at a regular meeting of the City Council held on the 19th day of August , A.D. 1974.
