A RESOLUTION AUTHORIZING A PROPOSED CHARTER
AMENDMENT TO BE PLACED ON THE BALLOT FOR THE
GENERAL ELECTION TO BE HELD NOVEMBER 4, 1975
FOR THE REGISTERED VOTERS OF THE CITY OF
EDGEWATER TO VOTE FOR OR AGAINST SAID AMEND-
MENT, PROVIDING THAT THE CITY CLERK SHALL
CAUSE SAID PROPOSED CHARTER AMENDMENT TO BE
PLACED ON THE BALLOT FOR THE GENERAL ELECTION
TO BE HELD ON NOVEMBER 4, 1975, AND FURTHERt.
PROVIDING AN EFFECTIVE DATE THEREFOR.

WHEREAS, the City Council upon motion duly made and carried,
expressed its desire to have the registered voters of the City
of Edgewater determine whether or not the decisions and/or
recommendations of the Merit Board that are appealed to the
City Council should be reversible by the City Council by a
unanimous vote or a majority vote of the City Council, and
WHEREAS, Charter Section 39A now provides that decisions and/
or recommendations of the Merit Board that are appealed to
the City Council now only can be reversed by unanimous vote
fo the City Council,
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
EDGEWATER, FLORIDA;
SECTION 1. That the following proposed Charter amendment is
hereby directed to be placed on the ballot for the General
Election to be held on November 4, 1975, to wit:
Charter Section 39(A) Merit Board The City of Edgewater shall
have a Merit Board, consisting of five (5) members, four of whom
shall be appointed by the City Council from the electorate of
the City and the fifth member shall be nominated and appointed
by the employees of the City of Edgewater. No elected official
of the City of Edgewater, while in office, shall be eligible for
membership on the Merit Board. The terms of appointment for the
fifth member of the Merit Board shall be for one year, and the
term of appointment for the other four members shall be for
three (3) years and shall be staggered.

The City Council shall establish by Ordinance the duties and
functions of the Merit Board, which shall include but not
necessarily be limited to Classification, Qualifications of
employees, grievance procedures, rights of appeal for dis-
ciplinary action. The decisions and recommendations of the
Merit Board shall be final, unless appealed to the City Council,
which may reverse such decisions or recommendations only by the
majority vote of the City Council.
SECTION 2. That said proposed Charter Revisions shall be
voted on by casting a vote either for or against the proposed
revision.
SECTION 3. That the City Clerk is hereby directed to cause
said proposed Charter Revisions to be placed on the ballot
for the General Election to be held November 4, 1975.
SECTION 4. That all Resolutions or parts of Resolutions in
conflict herewith be and the same are hereby repealed.
SECTION 5. That this Resolution shall take effect immediately
upon its adoption by the City Council and approval by the Mayor.
The foregoing Resolution was presented by Councilman
who m ved its adoption, said motion being seconded by Councilman
and upon roll call vote the said Resolution was
duly declared adopted at the regular meeting of the said City
Council held on the 12 day of October, 1975. The roll call
