109RESOLUTION NO. 109
WHEREAS, a reappraisal of all taxable real and personal property
in Volusia County, Florida, is now under way, pursuant to order of the Circuit
Court and rulings of the Supreme Court of Florida, which will likely result in
the increase of a general level of assessed value throughout Volusia County; and
WHEREAS, Chapter 65-258 adopted by the 1965 Florida Legislature,
now being Section 193.03, Florida Statutes 1965, requires that every governing
board or taxing authority in the county shall reduce the millage to be levied by
it from what it was in the preceding year proportionate to such increase in the
general level of assessments; and
WHEREAS, it is recognized that some increase in budgets may be
necessary to provide additional service to growing population nevertheless,
any such increase can be provided by the natural increase in property values
resulting from the economic growth in the county without any increase in
millage over that provided in said Chapter 65-258; and
WHEREAS, any failure to reduce millage as prescribed in said
Chapter 65-248 will result in a destruction of property values and bring about
economic chaos as the result of said general increase in the level of
assessments, it is desirable for all of the people of Volusia County that all
governing boards and taxing authorities forthwith make known publicly their
intention rto adhere strictly to the letter and spirit of the millage control law
known as Chapter 65-258 as aforesaid; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA:
SECTION 1. In the preparation of the annual budget for (governing
board or taxing authority) for the fiscal year 1966 to 1967, every effort
shall be exercised and every economy shall be effected to maintain the
budget at the lowest possible dollar level, and said budget shall not be designed
to take advantage of any increased tax revenue as the result of the anticipated
increase in the general level of assessments of taxable property, and the
assistance of all citizens is requested in achieving this objective.

SECTION 2. The letter and spirit of Chapter 65-258 enacted by
the 1965 Legislature, now known as Section 193.03, Florida Statutes 1965,
shall be strictly adhered to both in letter and in spirit and that the millage to
be levied shall be reduced from what it was in the preceding year proportionate
to.; the increase of any general level of assessed value, and that such millage
when so reduced shall be considered as a maximum.
SECTION 3. That this resolution shall take effect immediately upon
its adoption and approval by the Mayor.
SECTION 4. That all resolutions or parts of resolutions in conflict
herewith be and the same hereby are repealed.
The above and foregoing resolution was presented by Councilman
Walls who moved its adoption; said motion being seconded

by Councilman and upon Roll Call vote, the said resolution
was duly declared adopted at the regular meeting of said Council held on the
7th day of March, A.D. 1966, the vote of said Council on said roll call being
