CALL TO ORDER and ROLL CALL,PLEDGE OF ALLEGIANCE,INVOCATION Councilwoman O'Keefe and Couredwoman yaney appeared via conference call. Present: 5- Mayor Mike Thomas,Councilwoman Christine Power,Councilwoman Kimberly Yaney, Councilwoman Megan O'Keefe,and Vice Mayor Gary Coreoy Alro Pvmmt: 2- City Clerk/Paralegal Robin Matusick CMC,and City Manager Glenn Irby 2. APPROVAL OF MINUTES-None at this time 3. PRESENTATIONS/PROCLAMATIONS(PLAQUES/CERTIFICATESIDONATIONS - None at this time 4. CITIZEN COMMENTS Eric Rainbird, 118 San Remo Drive, Edgewater - apologized for missing the last meeting but he was selling up a COVID testing site; pleasure sitting on the Planning & Zoning Board the last jew months & the Charter Review Committee; he would like to address an outstanding issue where the dais had stated that it would be best to address the protection of our waterways by a resolution and he would like to know the status of this resolution. 5. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA-None at this time 6. CITY COUNCIL REPORTS Councilwoman Power stated a couple of things with the TPO and a couple of things coming up with the CRA. Vice Mayor Conroy stated that he is working with a charitable organization "Farm Share" that will come to your community at the behest of an elected official and bring a tractor trailer of fresh dairy, fruit and vegetables for some time in September, working with Samantha and City Manager Irby on this. Mayor Thomas, meeting with Senator Wright on I-95 interchange, M. Irby reported that the meeting went very well, DOT was standoffish several weeks ago but Senator Wright lit their fire so looks good for the future. Mayor also questioned about status on Kennedy Park boat ramp, City Manager reported on time, a little over budget but looks good, substantial completion approximately September 3rd. Mayor also brought up about mobility (cell phone) companies charges on bill, tax to city - where does that go - City Manager responded it was a communication services tax and we do receive it, Bridgette informed approximately $500,000 that goes to the general fund. 7. CONSENT AGENDA a. Approval of and Authorization for the City Manager to execute contracts for (RFQ 20-DS-009)-Environmental Consulting Services for the City of Edgewater. A motion was made by Councilwoman Power, second by Councilwoman O'Keefe, to the Consent Agenda.The MOTION was APPROVED by the following vote: Yes: 5- Mayor Thomas,Councilwoman Power,Councilwoman Yaney,Councilwoman O'Keefe and Vice Mayor Conmy 8. PUBLIC HEARINGS,ORDINANCES AND RESOLUTIONS-None at this time 9. BOARD APPOINTMENTS-None at this time 10. OTHER BUSINESS a. Maximum Millage-Edgewater Operating Fiscal Year 2020-2021 City Clerk Matusick informed Council that they had hardcopies of the information in their packages. Finance Director Bridgeae Paisstere read required statutory statement into the record regarding the maximum millage, at the request of Councilwoman Power, she also explained the handout she prepared relating to questions discussed during the Jay 10th Budget Workshop. Councilwoman Power also stated that it would be good to be high enough so you don't have to jump through hoops but she does not want to go higher than the 6.7, does not feel comfortable adding things in or adding to the millage. Councilwoman Yaney, stated that this was a major improvement over last year, she is fine to use 6.7 but reserves the right to do more scaling back to between 6.1 &6.7. Councilwoman OKeefe, thanks for all the hard work she is okay with the 6.7 but would he nice to scale down iif possible. Vice Mayor Conroy - 6.7 what kind of wage increase to employees - if we do 6.84 to give employees a little increase, he thinks employees have done more with less and we should step up - advertise at most at 6.8481. Mayor Thomas would like employees to get a raise, but we need to pull up a belt notch for a year, he goes along with the 6.7. Councilwoman Power mentioned that if the numbers come in better, we can bump employees up as soon as we get additional finds. Vice Mayor Conroy wanted to know about the truck that was referred to on the handout, stated it does not look good to get a truck but no raise. Mayor asked Chief Mahoney to explain the truck since Vice Mayor was not in attendance at the Workshop, Chief Mahoney did. A motion was made by Councilwoman Power, second by Councilwoman O'Keefe, to approve selling the Edgewater Operating Maximum Millage to be advertised as part of the 2020 Trim Notice at 6.7. The MOTION was APPROVED by the following vote: Yea: 4- Mayor Thomas,Councilwoman Power,Councilwoman Yaney and Councilwoman O'Keefe No: 1 - Vice Mayor Conroy b. Maximum Millage-Edgewater I&S 2005 Fiscal Year 2020-2021 Finance Director Bridgette Vahodere read required statutory statement into the record regarding the Maximum Millage for Edgewater I & S 2005 for Fiscal Year 2020-2021. Councilwoman Power asked when this will expire, 2026. A motion was made by Councilwoman Power, second by Councilwoman Yaney, to approve authorizing the Edgewater I & S 2005 maximum millage to be advertised as part of the 2020 Trim Notice at 0.0337 per $1,000.00 of assessed value. The MOTION was APPROVED by the following vote: Yes: 5- Mayor Thomas,Councilwoman Power,Councilwoman Yaney,Councilwoman OYwfe and Vice Mayor Conroy c. Maximum Millage-Edgewater I&S 2016 Fiscal Year 20121-2021 Finance Director Bridgette Vaisstere read required statutory statement into the record regarding the Maximum Millage for the general obligation debt, Go for Parks Project - Edgewater I & S 2016 for Fiscal Year 2020-2021. Councilwoman Power brought up that this was a little bit of a roll back. A motion was made by Councilwoman Power, second by Vice Mayor Conroy, to approve authorizing the Edgewater I & S 2016 Maximum Millage Fiscal Year 2020-2021 to be advertised as part of the Trim Notice 2020 at 0.2142 per $1,000.00 assessed value. The MOTION was APPROVED by the following vote: Yes: 5- Mayor Thomas,Councilwoman Power,Councilwoman Yaney,Councilwoman O'Keefe and Vice Mayor Conroy Mayor Thomas noticed a charge on his phone bill and asked about "911 Tares" that are charged and wanted to know if we get any of those finds, Chief Lariscy stated that the 911 Funds to go the County and they decide where those funds go. Chief Lariscy stated that we do not pay for 911 dispatch currently, further stated that when the County took over the regional dispatch (RCQ, they took it over free, tar dollars pay for that, what is being questioned now is that they are also providing us for fire and law enforcement management systems that are paid for with tax dollars. Vice Mayor Conroy wanted to know how much the County receives for these finds. 11. OFFICER REPORTS a. City Clerk-None at this time b. City Attorney-None at this time c. City Manager-None at this time Note Mayor Thomas recognized guests, Future Councilwoman Gigi Bennington for District 1 and Mr. Rambird and Jonah Powers for District 4. Mayor then stated that he asked the candidates at the workshop if they had any questions and since Mr. Rainbird was not in attendance at that meeting, he asked if he had any questions now. Eric Rainbird, 118 San Remo, stated that in his bill it says that he pays for emergency services in both his city and county tares, he would like to know, from Deb Denys whaO; going on. He would also like to thank Mr. Irby for taking care of the railroad issue. Mayor Thomas also discussed when he broke his leg and the quick response, when he got his ambulance bill, he paid it to the county - he then asked Chief Lariscy if we get part of those funds, Chief responded they keep 10% and we get the rest. 12.
