CALL TO ORDER and ROLL CALL,PLEDGE OF ALLEGIANCE,INVOCATION Present: 5- Mayor Mike Alarms,Councilwomen Christine Power,Councilwoman Kimberly Yaney, Councilwoman Megan O'Keefe,and Vice Mayor Gary Conroy Also Present 4- City Attorney Aaron Wolfe,City Clerk/Paralegal Robin Manisick CIVIC,City Manager Glenn Irby,and Assistant to the City Clark Haley Walker 2. APPROVAL OR CHANGES/MODIFICATIONS TO THE AGENDA-None at this time 6. CITY COUNCIL REPORTS Vice Mayor Conroy reported on the Farm Food Give Away, it was everybody involved (people, church, volunteers, etc) gave away over 1$000pounds of food, cranked it out there and looking forward to doing this giveaway every 6 months. Mayor Thomas stated that he was in attendance at the giveaway too and asked people where they were coming from, Ormond Beach, Daytona Beach, South Daytona, New Smyrna Beach, Port Orange, Oak Hill but the majority were residents from Edgewater. That shows that they need it! Five and a hay- tons of food was given away in just over an hour. An array of volunteers were there and did an excellent job. Wanted to thank A4r. Conroy for doing an excellent job. Mayor also brought up that when he was with FWC about them experimenting with a fish, the white amur also known as a grass carp the research has Jmmd that these are algae and plankton eating fish; asked Director Brenda Dewees if we had researched these and he would like to do research about placing these in our lakes. Councilwoman Power reported that she attended the TPO Meeting and did approve the intersection at SR 442 and 1-95 to go on the 2045 Long Range Plan. Mayor Thomas asked about a light there and Councilwoman Power responded that that is supposed to happen within 18 months so that will alleviate some of the traffic issues now. Mayor Thomas thanked her for her hard work on this. Councilwoman Power also reported that tomorrow they would be going to the County Council for the CRA. nv f Ears per r se a rrwre en ajeaax City Commit Meeting Minutes September 28, 2020 Councilwoman Yaney reported that Mc Irby, Samantha and herself went on a tow of Community Gardens throughout Volusia County starting at New Smyrna Beach where we received a lot of tips, progressed to Port Orange who is at their beginning stages and Joe (master gardener) was able to give advice, then to Derbyshire who started 4 years ago, and who also have hydroponic gardens that are feeding their communities and will be starting to sell, Ormond great city who have expanded into their second one, I have started on a logo for our Community Garden and we have a meeting with Humana who had learned of this and wants to have a potential partnership. It looks like at this point our location will be at Hawks Park. Councilwoman O'Keefe stated that she has had residents contact her about revisiting the ordinance related to having chickens, I do know that roosters are not allowed and I spoke with Mr. Lariscy about this that they are only allowed in certain areas and I would like to bring this back up. We are aware that people are having chickens in Florida Shores without permission, so would like to re-address. Chief Lariscy stated that we do allow chickens in the appropriately zoned area and that we did have a "draft" ordinance that we had brought up in the past that we could bring back Councilwoman O'Keefe asked if the state law states that you can have 2 chickens per household and if so, why are we saying no? Councilwoman Power asked Chief Lariscy how many complaints have we had, Chief responded not that many. Councitwoman Power said she thought the person who brought it up before might have thought our requirements were too much. Councilwoman Yaney asked if the complaints were for being loose or smell, Chief Lariscy stated smell, being loose or on someone's car. Vice Mayor Conroy stated he just read a report from the CDC who stated it's not a problem with the chickens it's that they can carry salmonella, you can pick this up just by walking in yaw yard and bring it in the house. Mayor Thomas wanted to know where do you draw the line, chickens are nasty and will attract varmints (coons, coyotes, etc). Mayor Thomas asked Vice Mayor Conroy what type of food they gave may — Vice Mayor Conroy stated about 1,600 pounds of eggs, about 800 pounds of frozen breakfast savage, 2,000 pounds of lettuce, 800 pounds of oranges, 900 pounds of bagels, 1,100 pounds of cream cheese, 800 pounds of bananas; Mayor stated they were giving away really good stuff. Councilwoman Power said she had to go to the store afterwards and she saw the eggs there that were $5.00 per dozen, so it was good stuff Mayor Thomas acknowledged County Councilman at Large Ben Johnson had come in and asked him to stand so he could be recognized and thanked him for coming to our meeting. 7. OTHER BUSINESS a. Request for approval of a sub-recipient agreement with the County of Volusia for Coronavirus Aid, Relief, and Economic Security Act (CARES Act), under the Coronavims Relief Fund(CRF). Strategic Goal: Fiscal Issues-Grant Management. City Manager Irby made staff presentation — the County has been awarded approximately 96.5 million dollars through the Coronavirus Aid, Relief and Economic Security Act also brown as the CARES Act. The County has allocated approximately 15 million to municipalities which includes a maximum allocation to Edgewater of $832,291 which can only be used for the following expenses: 1) necessary expenses incurred due to COFID 19 Public Health Emergency, 2) items not allocated in the City's operating budget as of March 27, 2020, 3) expenses most have been incurred between March 1, 2020 and December 30, 2020, 4) request for reimbursement must be submitted to the County by January 31, 2021. Once the agreement is approved by Council, a project summary budget will be prepared detailing expenditures to be reimbursed. The County may decline a reimbursement if deemed ineligible. If the County allows reimbursement but later such is not allowed, the City is responsible for repayment, so there is some liability. These funds may not be used for loss revenues due to COPID 19. Authorization for City Manager to execution agreement. Councilwoman Power asked if we have already prepared our request for funds. City Manager responded that the Finance Director has everything prepared. A motion was made by Councilwoman Power, second by Councihvoman O'Keefe, to approve the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), under the Coronavirus Relief Fund (CRF) Subrecipient Agreement with the County of Volusia and authorize the City Manager to execute the agreement.. Ratification of the Laborers International Union of North America, Local 630 (LiUNA)Collective Bargaining Agreement. City Manager Irby stated that on September 15, 2020 employees belonging to the Laborers International Union of North America (LiUNA) voted 30 to 0 to ratify a new 2 year contract with the City. This agreement is on parody with the other 2 unions. City Manager further explained the changes to the agreement. A motion was made by Councilwoman Power, second by Councilwoman Yaney, to approve October 1, 2020 through September 30, 2022 the Laborers International Union of North America, Local 630 (LIUNA) Collective Bargaining Agreement for fiscal year 2020-2021 and authorize the Mayor to execute the agreement.. OFFICER REPORTS a. City Clerk-Nothing at this time. b. City Attorney-City Attorney Wolfe stated nothing at this time. Mayor Thomas asked the City Attorney to disease what they has talked about prior to the meeting, could you advise the dais of the conversation about the litigation of the marina? City Attorney Wolfe responded - in the marina litigation, of course we won that case and asked the Judge to enter a Final Judgment and opposing counsel did not object to that. Both the Developer and the City have filed motions for attorneys fees and costs to hopefully recover those. c. City Manager-City Manager reported that he had 2 things- 1) Kiwanis Club of Southeaet Volusia County would like to do a Field of Honor on Memorial Day of 2021 which is on May 31st, big fund raiser for the club - sell sponsorships of $35.00 per flag for veterans,police and fire. This would be at Hawks Park on Turgot and US#1 2) Kemned Park update - substantial completion of the park should be October 5th, we were wanting to hold a ribbon cutting at the next council meeting, however there are some items that will need to be addressed so we will need a couple of weeks to complete the tasks that we need to do - bathrooms, asphalt, picnic tables, trash receptacles, etc. The earliest we can do this would be at 9:00 or 10:00 am on Saturday, October 17th and that the Mayor would like to launch his own boat. He spoke with Brenda Dewees and he to the area and saw that someone from the City had already responded from the City He asked Brenda Dewees to give a report on this. Brenda Dewees responded that it is a city owned ditch behind the residences however it does drain into the 10th Street Project, the construction has it blocked off right now and are pumping out of our ditch into the Gabordy Canal trying to keep up with that. We do have a Progress Meeting tomorrow and we have already been in contact with representatives from that Project as to the concerns we have and what transpired over the weekend. Mayor confirmed that someone had responded to the complainant. Mayor Thomas also acknowledged County Councilman At Large Ben Johnson.
