85-O-5Olt ORDINANCE NO. 85-0- 5 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EDGEWATER,. FLORIDA, ESTABLISHING A MANAGEMENT SALARY AND BENEFIT PLAN FOR THE CITY CLERK, DEPARTMENT HEADS AND OTHER MANAGERIAL OR CONFIDENTIAL EMPLOYEES OF THE CITY OF EDGEWATER; PRO- VIDING FOR MINIMUM SALARIES TO BE ESTABLISHED BY RESOL- UTION; PROVIDING FOR BENEFITS, TERMS AND CONDITIONS OF EMPLOYMENT; CONTAINING A REPEALER PROVISION;A SEVER - ABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Edgewater, Florida, has determined that the establishment of a Management Salary and Benefit Plan will provide for a more effective, organized and responsive government, and WHEREAS, presently managerial employees are not provided with any established guidelines regarding their salaries, benefits and the terms and conditions of their employment, and WHEREAS, the establishment of a Management Salary and Benefit Plan is in the best interests of the citizens of the City of Edgewater; NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF EDGEWATER, FLORIDA: SECTION 1. The following Salary Plan is hereby adopted and may be subsequently amended by Resolution: or Z4, 0" mis QoDo )��1v CityClerk Administrator / ,�'�000 per year Superintendent of Utilities $21,000 per year i� R•„yl/ Superintendent of 'Public Works $21,000 per yearIVW" Building Official $20,000 per year Recreational Director $17,500 per year Chief of Police $ per year This Salary Plan is retroactive to October 1, 1984, and the City Council shall prepare a written Performance Evaluation and make commensurate amendments to the salary plan annually prior to October 1 of each year. SECTION 2. The following benefits are hereby established for the classifications set out in Section 1 above: Hours of Work - Hours of work shall be forty (40) hours per week minimum with no compensatory time provided. Sick Leave - Sick leave time will be earned at the rate of one (1) day for each month of service up to a maximum of thirty (30) days. Thereafter, one (1) day's pay shall be paid each month that no sick days are taken. -1- T Holidays - Holidays - Holidays shall be the same as other employees. None may be accumulated from one year to the next. Vacation - The following vacation time shall be accrued for specified length of service: Less than 1 year 0 working days 1-4 years 5-10 years 11-15 years 16 and more years 12 working days 18 working days 24 working days 30 working days A minimum of one-half (1) of accrued vacation must be taken each year. The remaining days may not be carried over but will be compensated by payment at the end of the anniversary period. Bereavement Leave - When a death occurs in the immed- iate family, up to three (3) days off with pay shall be received, or up to five (5) days if the funeral attended is outside the State of Florida. Immediate family shall be: father, mother, spouse, children, brother, sister, father-in-law, mother-in-law, sister-in-law, brother-in-law, grandparents of employee and grandchildren. Insurance - Major medical, surgical, maternity, hosp- italization and dental insurance plan provided to other employees shall be provided to members of management and their dependents at no cost to them. Life insurance in the amount of $25,000 shall be provided at no cost to members of management. Pension Plan -The City of Edgewater's current Pension Plan shall be provided at no cost to members of management. Training - The City Council shall encourage education of management personnel in their fields by payment of costs and salary at seminars and courses for which Council approval has been obtained in advance. Hiring - Management personnel will be hired by the City Council. Termination - Management personnel may only be termi- nated by the City Council, which must provide written notification specifying the reasons thirty (30) days in advance, and must provide an opportunity for the individual to be heard. -2- Ord. 85-0-5 A SECTION 3. That all ordinances or parts of ordinances and all resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. SECTION 4. If any section, part of a section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. SECTION 5.
