AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA, AMENDING CHAPTER 19, UTILITIES AND
SERVICES, ARTICLE II, WATER, SECTION 19-10 (f); SECTION
19-14 (A); SECTION 19-15 (A) AND (C)(1); ARTICLE III,
SEWERS, SECTION 19-30 (F) AND SECTION 19-35; AND
ARTICLE VII, WATER SHORTAGE CONDITIONS, SECTION 19-82
(4) a, b, & c; BY PROVIDING FOR AN INCREASE IN THE
WATER RATES TO A MINIMUM OF $4.00 FOR THE FIRST 2000
GALLONS OF WATER AND $1.25 FOR EACH ADDITIONAL 1000
GALLONS; THAT THE MULTIPLE MINIMUM CHARGE WILL BE
INCREASED TO $4.00 FOR THE FIRST UNIT AND $3.50 FOR
EACH ADDITIONAL UNIT; THAT THE SEWER MONTHLY CHARGES
WILL BE BASED ON 100% OF THE MONTHLY WATER CHARGES;
CONTAINING A REPEALER PROVISION, A SEVERABILITY CLAUSE
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, at the budget workshop of August 10, 1987, the
City Council of the City of Edgewater, agreed to certain
amendments to Chapter 19, Utilities & Services, of the Code of
Ordinances of the City of Edgewater.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COUNCIL OF THE
CITY OF EDGEWATER, FLORIDA:
SECTION 1. That Chapter 19, Article II, Water, Section
19-10 (f), Section 19-14 (a), Section 19-15 (a) and (C) (1) of
the Code of Ordinances of the City of Edgewater, Florida, be
amended as follows:*

ARTICLE II. WATER
Section 19-10. Equivalent Residential Unit (E.R.U.)
(f) Multiple minimum. Each equivalent residential unit
will be subject to a minimum charge. The minimum charge for a
building complex served through one water meter will be the
current E.R.U. minimum for the in -city or if applicable,
out -of -city accounts for each equivalent residential unit, less
sixty fifty cents E60769+ ($0.50) for each equivalent
residential unit in excess of one.
Section 19-14. Meter rates - Minimum.
The following meter rates shall be applied to all retail
quantities of water as shown by monthly meter readings to have
been delivered:

Each monthly bill shall be rendered for an amount of not
less than three dollars and sixty eents E63768i four dollars
($4.00) which shall allow the use of two thousand (2,000) gallons
of water per month.
Section 19-15 Same - Multiple minimum charges.
(a) Minimum charge where meter installation serves more than one
equivalent residential unit. Each meter installation serving
more than one equivalent residential unit shall be allowed to use
two thousand (2,000) gallons per unit per month under the minimum
charge of three dollars and sixty eents f637603 four dollars
($4.00) for the first unit and three dollars f63-Bel and
fifty cents ($3.50) for each additional unit served from a single
meter inside the city. All water used in excess of two thousand
(2,000) gallons per unit per month shall be at the rate of one
dollar and twenty-five cents E617e99 ($1.25) per one thousand
(1,000) gallons.
(c) Commercial rate. Commercial, industrial and service
accounts shall not be subject to the multiple minimum charge,
except as set forth in subparagraph (3) below, In lieu of the
multiple minimum:
(1) Inside of the city limits the commercial rate will be
three dollars and sixty eents E63.-6ei four dollars ($4.00)
for the first two thousand (2,000) gallons consumed per month and
one dollar and twenty-five 01729} ($1.25) per one thousand
(1,000) gallons used in excess of two thousand (2,000) gallons
per month.
SECTION 2. That Chapter 19, Article III, Sewers, Section
19-30 (f) and 19-35 of the Code of Ordinances of the City of
Edgewater, be amended as follows:

Section 19-30. Equivalent Residential Unit (E.R.U.)
(f) Multiple minimum. Each equivalent residential unit
will be subject to a minimum charge. The minimum charge for a
building complex served through one water meter will be the
current E.R.U. minimum for in -city, or if applicable,
out -of -city accounts for each equivalent residential unit, less
sixty fifty cents E$9-693 ($0.50) for each equivalent
residential unit in excess of one.
Section 19-35 Schedule of monthly charges.
The sewer service charge shall be one hundred (100) per cent
of the monthly water charges. If there is a sewer connection but
no water connection, then the sewer charge shall be one hundred
fifty (150) per cent of the minimum water charge. Charges
outside the city shall be in an amount equal to the equivalent
charge for a corresponding connection inside the city limits plus
a twenty five (25) per cent surcharge as allowed by applicable
state statutes.
SECTION 3. That Chapter 19, Article VII, Water Shortage
Conditions, Section 19-82 (4) a, b, and c of the Code of
Ordinances of the City of Edgewater, be amended as follows:

Section 19-82 Implementation
(4) Water use rates and charges related to a water shortage
condition. The monthly water bill is composed of a basic service
charge, a regular rate, based on the daily usage allotment or
average daily consumption, and a surcharge, for that amount in
excess of the allotment.
a. Basic service charge. All metered services shall pay a
basic service charge based on E.L.U.'s whether or not any water
is used. For less than one month continuous service from date of
turn on or transfer the full monthly basic service charge shall
be paid. The basic service charge shall be as follows:

b. Regular rate. The regular rate shall be one dollar and
tee twenty-five cents f17193 ($1.25) per one thousand
(1,000) gallons for all water consumed within (the daily usage
allotment/the specified percentage of the average daily
consumption) as set forth in subsection (b) (2) a.
C. Surcharge. The surcharge shall be two dollars and
twenty fifty cents E$8789+ ($2.50) per one thousand
(1,000) gallons of water and shall be applied to all water in
excess of the allotment up to a usage of twice the allotment and
three dollars and thirty seventy-five cents E$37394
($3.75) per one thousand (1,000) gallons of water used in excess
of twice the allotment. This section shall only apply to charges
for water services and shall not apply to charges for sewer.
SECTION 4. That all ordinances or parts of ordinances and
all resolutions or parts of resolutions in conflict herewith, be
and the same are hereby repealed.
SECTION 5. If any section, part of a section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this ordinance shall not be affected.
SECTION 6. This ordinance shall take effect immediately
upon its adoption by the City Council of the City of Edgewater,
Florida, and approval as provided by law.

approval as provided by law, at a regular meeting of said Council
on the 2nd day of September , 1987.

the 5th day of October , 1987.
