1.0 INTRODUCTION
The Edgewater Harbor Project Site is located on the east side of US 1 south of the City of
Edgewater in south Volusia County, Florida(Figure 1).
The purpose of this study is to comply with the provisions of the Edgewater Concurrency
Management System for roads. The analyses contained in this report are based on the study
requirements set forth in the Edgewater Concurrency Management System and will serve to
Isatisfy the requirements for an application for concurrency.
This study has been conducted to ascertain the level of service on those facilities within the
prescribed study area as defined in the Edgewater Concurrency Management System. This study
' will (1) forecast total traffic volumes (existing traffic plus project traffic) within the study area
and identify improvements, if needed,to serve those future volumes, (2) identify those forecasted
trips which are expected to begin or end within the project site (i.e., "project trips"), (3) identify
potential funding options for needed improvements.

2.0 PROPOSED DEVELOPMENT
The Project Site is located on the east side of US 1 (S. Ridgewood Avenue) approximately one
mile south of the US 1/Volco Road intersection in Volusia County, Florida (Figure 1).
The applicant plans to construct a mixed-use development containing residential condominiums,
commercial retail space, and a marina on a total of approximately 60 acres. A summary of the
proposed development plan is presented in Table 1 below.

1 3.0 PROJECT TRAFFIC CHARACTERISTICS
I3.1 Project Traffic
Estimates of project traffic are based on trip generation formulas contained in the ITE Trip
1 Generation Report, Seventh Edition. Trip generation formulas for the proposed land uses are
presented in Table 2.
Table 3 shows the daily and afternoon peak-hour trip ends expected to be generated by the
project at full buildout.
1 3.2 Internal Capture
I Internal trips are those which begin and end within the project site. External trips have either an
origin or destination outside the project site. Internal capture was estimated 12.5%based on the
ITE Trip Generation Handbook(see Figure 2).
3.3 Pass-By
I Pass-by trips come directly from the traffic stream passing the facility on the adjacent street
system and do not require a diversion from another roadway. Pass-by trips during the afternoon
peak-hour for the proposed retail land uses are estimated at 170 (61.75% of the two fronting
retail parcels and 29.3% of the total retail). This estimate is based on the TIPS program.
3.4 Distribution
I, The distribution of PM peak-hour traffic expected to be generated by the project site is based on
directional traffic counts conducted on US 1 in the vicinity of the site on October 20, 2004.
IIThese counts showed a distribution of 56%to/from the north and 44% to/from the south.

4.0 EVALUATION
The approved methodology for this study is based on the Edgewater Concurrency Management
System. This methodology defines the study area based on the greater of total square footage of
and total dwelling units proposed for development. The total retail square footage (47,500
equates to a study area radii of 0.25 mile and the total dwelling units (614) equates to a 1.5 mile
study area radii, therefore the study area for this analysis is 1.5 miles north and south of the site.
The level of service analysis is based total PM peak-hour directional traffic representing existing
traffic volumes plus estimated project traffic. Existing traffic volumes are based on traffic
counts collected by the consultant and the LOS capacities are based on information contained in
the Volusia County 2003 Traffic Count Program. The existing traffic volumes were increased to
account for the traffic projected to be generated by the proposed Southeast Volusia Hospital
District Project Site. Project traffic was estimated based on formulas contained in the ITE Trip
Generation Report, Seventh Edition (see Table 3). Project Site traffic was assigned to the
surrounding roadway network using the distribution of existing traffic on US 1.
Table 4 summarizes the projected traffic volumes and levels of service for those arterial and
collector roads within the study area.

5.0 SITE ACCESS
The site access is proposed at an existing median opening which also serves as the southern
access for the proposed Southeast Volusia Hospital District Project Site. A site access
evaluation was conducted to determine the appropriate geometry, storage length and the
probably of meeting signal warrants.
Figure 3 shows the projected turning movement volumes and the required geometry for the Site
access intersection at US 1.
The proposed geometry for the Edgewater Harbor site access driveway includes and exclusive
westbound left-turn lane, an exclusive westbound right-turn lane, a required northbound right-
turn lane and an exclusive southbound left-turn lane. The storage length for the westbound left
and right-turn lanes is projected at 100 feet. The southbound left-turn lane is required to provide
a safe harbor for left-turning vehicles waiting for sufficient gaps in the northbound traffic stream.
The projected storage and taper lengths for the southbound left-turn lane is 100 feet (storage) and
100 feet (taper). The northbound right-turn lane is recommended based on information
contained in the Exclusive Right Turn Lanes at Unsignalized Intersections, When Should We
Require Them?, Florida Department of Transportation Statewide Access Management Team.
The projected storage and taper lengths for the northbound right-turn lane is 100 feet (storage)
and 180 feet (taper).
Based on the projected intersection volumes (representing existing traffic plus buildout of the
Edgewater Harbor and the Southeast Volusia Hospital District development programs)the only
warrant that is projected to be satisfied is Warrant 3, Peak Hour. This is based on the signal
warrants contained in the Manual on Uniform Traffic control Devices (MUTCD) It is not likely
that any of the other warrants would be satisfied:'(Additionally, a signal warrant study mu-srb
conducted using existing volumes, therefore, it would not be reasonable to conduct a study
before the completion of both projects.

6.0 CONCLUSIONS
Following the methodology contained in the Edgewater Concurrency Management System, this
study projects that all roadway segments within the prescribed study area will operate at an
acceptable level of service with full buildout of the Project Site development plan, and therefore,
I indicates sufficient capacity exists to accommodate the total proposed development program on
those roadway segments within 1.5 miles of the site.
